This Special Feature Volume examines the potential value of the Systems Approach Framework (SAF) as a methodological framework for the transition to sustainable development in coastal zones. This article provides insight on the Systems Approach, the theory behind it, and how its practical application to coastal zone systems (CZSs) was developed. The SAF is about information for management through a focus on how to generate a higher, dynamic level of information about complex CZSs and how to render this information more useful to end users through a participatory suite of communication methods. This article explores the value of the Systems Approach Framework (SAF) as a tool for the transition to sustainable development in coastal zone systems, based on 18 study sites in Europe, where the SAF was developed and tested. The knowledge gained from these experiments concerns the practical aspects of (a) governance in terms of policy effectiveness, (b) sustainability science in terms of applying transdisciplinary science to social–ecological problems, and (c) simulation analysis in terms of quantifying dysfunctions in complex systems. Domestic Support Reform? A Closer Look at EU Policies Applied to Processed Fruits and Vegetables AgEcon

Recent trade negotiations have attracted much attention to the consequences of domestic support applied to agricultural markets. In various markets, researchers have examined the economic effects of regimes and scenarios with less, or different forms of, domestic support including decoupled payments. Here we examine the domestic support regimes for processed fruits and vegetables in the European Union (EU) where major policy changes were applied in 2001 and again in 2008. The changes were billed as policy “reform” but no analysis has yet evaluated quantitatively the nature of what was reformed and what was not. Economics of Sugar-Based Ethanol Production and Related Policy Issues AgEcon

The feasibility of integrating ethanol production into an existing sugar mill was analyzed by a stochastic spreadsheet model. As the price of corn continues to rise, ethanol producers will eventually need to look at other feedstock alternatives. Sugarcane has been proven to work well in the production of ethanol in Brazil. The results indicated existing U.S. sugar mills could economically switch to ethanol production. As imports into the United States threaten to undermine the U.S. sugar program, sugarcane producers have a viable alternative. At the very least, the alternative exists to diversify their income streams with ethanol production.

Optimizing University Managed Resources for South Dakota: A Simulation Approach AgEcon

A simulation analysis demonstrates the use of tuition as a policy tool to achieve financial independence among the six South Dakota public universities under University Managed Resources (UMR). The simulation analysis maintains an overall environment of funding stability and is guided by horizontal equity, a concept from the economics of public finance that all entities of the same or similar situation are treated similarly. Financial independence is defined as an annual budgeting process with no reallocation of financial resources among or between the six universities.
